Historical Note

Lynn Cutler was born in Chicago, Illinois, in 1938. She attended the University of Illinois from 1955 through 1957, but received her B .A. and M .A. degrees from the University of Northern Iowa in the 1960s. In 1974, she was the first woman to be elected to the Black Hawk County Board of Supervisors. She ran unsuccessfully for the United States Congress in the Iowa Third District in 1980 and 1982. In 1981, she was elected Vice Chair of the Democratic National Committee in Washington, D. C. She held that position until 1993. She was a Senior Vice President at The Kamber Group, a communications firm, in Washington, D. C.

Lynn Cutler served as deputy assistant to President Clinton and as senior advisor to the White House chief of staff on Indian Affairs. President Clinton selected her as the permanent White House delegate to the United Nations World Conference on Women in Beijing. She was elected to the Iowa Women's Hall of Fame in 1998.

Lynn Cutler served as a senior policy advisor in the Chicago office of Holland & Knight, where she worked on municipal and Indian tribal matters.  She is now retired.

Lynn Cutler has four children and is married to L. Ronald Scheman. More information about her life and professional honors and activities can be found in Boxes 4 and 17.

Scope and Content

This collection provides an excellent look at the Democratic Party during the 1980s and 1990s from the viewpoint of a high-ranking official of that party. The extensive run of official Democratic National Committee correspondence gives a good look at the day-to-day concerns of the Democratic Party during that era. The collection is especially strong on women's issues, a matter of particular interest and concern for Lynn Cutler.

The first two boxes were given to Special Collections by Cutler on August 10, 1992. Among the subjects included are the Democratic National Committee, Jewish Democratic Study Group, voting projects, and Medical Aid to El Salvador.

Box 3 arrived and was added to the collection in December, 1996. The papers within this box focus mainly on the Fourth World Conference on Women in Beijing, China.

Boxes 4 and 5 were received and processed in January, 1997. These boxes contain papers on, among other subjects, the Board of National Endowment for Democracy, the Democratic National Committee, congressional correspondence, political campaigns, and women's issues. Included in Box 5 is a folder containing several photographs of Cutler with other individuals and by herself.

Boxes 6 and 7 arrived in Special Collections on January 31, 1997 and were processed the following month. Included in these boxes are additional documents relating to the Fourth World Conference on Women, the Democratic National Committee, the Institute for Women's Policy Research, and the Clinton/Gore campaign. Along with the larger topics are many folders dealing with women and the organizations in which she was involved.

Boxes 7 and 8 arrived March 31, 1997 and were added to the collection April 2, 1997. The materials contained in the boxes focus on topics such as the Fourth World Conference on Women, the Center for Policy Alternatives, scleroderma research, President Clinton, Hillary Rodham Clinton, and women's issues. Also included in the boxes are several video tapes, an audio cassette tape, and three photographs of Cutler with well-known individuals in politics. In the folder with speeches by President Clinton and Hillary Rodham Clinton is a photograph of Cutler with the President and Tom Harkin.

Boxes 10 and 11 were received by Special Collections in 2001 and processed 2001.  The box includes such items as her appointment calendar from December 8, 1997 through January, 2000, information from trips to Iowa, political lists, and items on women's issues and Indian Affairs.

Boxes 12-17 were received by Special Collections in October 2005. They were processed in March 2007. About half of this material consists of incoming and outgoing correspondence of the Democratic National Committee. Lynn Cutler either wrote or received most of this correspondence directly. However, there are also copies of correspondence written by or to other members of the organization. The rest of the material consists of information on Lynn Cutler's activities, campaigns, and careers; preparations for the Democratic National Conventions during her term as Vice Chair of the Democratic National Committee; and matters relating to women and American Indians.

Note to researchers. This collection has been received in a series of shipments over more than ten years. Each shipment has been processed as it arrived with little effort to integrate earlier and later shipments. Each shipment stands on its own. Consequently, there is considerable overlap between and among the shipments. Until such time as all of the shipments are integrated, researchers should study this entire finding aid in order to find all relevant material.

Boxes 12-14 contain correspondence. There is a very limited quantity of correspondence from 1972 through 1980, the period of time before Lynn Cutler was elected Vice Chair of the Democratic National Committee. The volume of correspondence increases dramatically after that election. The correspondence in these boxes relates primarily to Lynn Cutler's duties and responsibilities as Vice Chair. There are letters and memos about policy, conferences, campaigns, appointments, news, and social and political gatherings. There are also occasional clippings and news articles in these files. Correspondents include major Democratic elected officials at the local, state, and national levels. Correspondence is again limited from the time after Lynn Cutler's service as Vice Chair ended in 1993.
