UNI Power Plant Public Notice

Public Notice

Iowa Department of Natural Resources

Notice is hereby given that the Iowa Department of Natural Resources (IDNR) has under review an application for amended Prevention of Significant Deterioration (PSD) air quality construction permits. The permit application was submitted by University of Northern Iowa (UNI) located at 1901 West 30th Street, Cedar Falls, Iowa 50614.

Based upon the information provided by the applicant, IDNR has determined that UNI is a "major stationary source" for the PSD program. The permit application has met the requirements of 567 Iowa Administrative Code (IAC) Chapter 33.

The emissions from the facility (IDNR AQB facility ID 07-02-006) will not contribute to a violation of the National Ambient Air Quality Standards (NAAQS) nor exceed the PSD increment consumption threshold. This project is for a proposed modification that will allow Boiler #3 to combust Natural Gas. The proposed permit amendment allows Boiler #3 to combust 808 million cubic feet of natural gas per 12- month rolling period. An electronic copy of all the materials that the applicant has submitted, the draft permit, the Technical Support Document, the application, and all other correspondence are available for public inspection on the Air Quality Bureau website at https://programs.iowadnr.gov/airqualityconstructionpermits/Pages/PublicComment/Search.aspx.

In addition, copies of all of the materials are at the following locations:

  • Rod Library (University of Northern Iowa, 1227 West 27th Street, Cedar Falls, IA 50613)
  • Iowa Department of Natural Resources (Air Quality Bureau, 502 E. 9th St., Des Moines, IA 50319)
  • EPA Region VII (11201 Renner Boulevard, Lenexa, KS 66219)

A public comment meeting will be held for the purpose of receiving written and oral comments if there is interest in having one. Requests for a public hearing must be received in writing by the IDNR by September 14, 2018.

All comments not received at a public hearing shall be submitted in writing and must be submitted before 4:30 PM on the last day of the public comment period which will run from August 31, 2018 to October 1, 2018. Written and signed comments shall be directed to:
